Two kinds of writing live here. Papers set out how the standard was built and why it was built that way, at the length that takes, with their own reference lists. Articles take one question a reader keeps arriving with and answer it on its own. Papers are below, articles under them, and each new one appears here as it is signed.

Everything here is versioned and signed by a named person before it appears. A publication explains: where one disagrees with the published specification, the specification wins.
